We encountered this once when a player tried to download the patch for the new ridable drakes. This fix is easy but drastic. It worked for us. Uninstall UO Reboot system. Go into my computer and make sure that the empty directory is also gone. Then reinstall UO into a different directory. If you have macros make sure you save them. If you play on more than one shard make sure you also save char info folders or back them up to disk or a backup directory.
