I like the Incredible Hulk script so went ahead and scripted up an artifact for it.

Installation:
Drop in Custom Items folder

Notes:
I just added this bit of code to the incredible hulk script to have it drop the artifact:

if ( 0.006 > Utility.RandomDouble() )
					PackItem( new Server.Items.IHClub() );
