Raise Item Insurance for Reds - RunUO

Here is a modified PlayerMobile.cs that will increase Reds (Muderer) item insurance and auto-reinsure costs (600 normal, 3600 for murderer).

Would be nice if playermobile is commented for this change. Many shards have custom playermobiles.

It is a great concept and will make reds sweat a bit.
