You would have to extract the cursor bmps from gumpart.mul and gumpidx.mul and load them in to a paint program edit them and import them back in to the files doing this you will have to make your players patch to the new muls.
Im pretty sure they are in the gump muls if not they are in one of the muls |

Hmm never noticed that the cursor is silver in fel and gold in the rest of the facets. there is probably 2 sets of cursor gumps, how you define what facets use what cursor im not sure. Could be in the core. I would assume it has to be set somewhere.

It's strictly client side, you can override the overall color using your UO.CFG, but you would have to edit the client itself to change what color it switches to on each map.
