Can't open Runuo.. at all - RunUO

I just installed RUNUO on my moms computer to find out how it runs on hers. well i try double clicking it and nothing happens. it doesnt open up or anything... I do ctrl atl delete, nothing is there. I closed all my programs then tried to open it, still nothing. I reboot... Nothing. What do i do?

BTW I Have microsoft frameworks installed, uo installed, patched, etc

You sure its installed correctly?

yup its installed correctly, i reinstalled and unistalled like 20 times
