Building your towns, - RunUO

I am haveing a problem, I have had a custom map made, and am now working on all the custom buildings. I have been useing Pandora's box to aid me in my building endevour, and it seems something is wrong.

When I build a wall, I cannot see thru it with circle of transparency?!?!?

What am I doing wrong?

the wall has to be in your statics file in you UO folder to use COT dont know why but it has to....
