I've done many things to increase my server speed and save time, decreased the number of mobiles, increased runuo's priority, etc. But I've heard about making sure runUO and the UO Client you play with use different .dat files. Should i just install UO again to a different path, and play off of that different path so that they're both not running off the same files, or how should I do it? Can I just copy the files?

the only increase you will see by doing this is in drive access time. more memory and faster processor is your best bet to improve preformance

exactly so the best you could hope for would to put the data files on seperate drives and seperate ide channels there by increasing the speed at which the data can be read from the drive. which as you pointed out would only be noticed (and only just slightly) if you loaded the server and the client simultaniously. once the server is running the only times it reads or writes to the hard drive is during saves or if you have special script such as the old motd that is still floating arround on the boards. we are esentialy saying the same thing (its not gonna help) im just trying to put a positive spin on it. the preformance increase will be very small and only noticed at times when server reads and writes to the hard drives which is seldom. the best bet is to not run client and server on same machine.
edit: my bad it also generates the status.html every minute but that is so tiny and is already in a different location on the drive.

Ok, so during normal running, it won't affect it, but you said it will during saves? How much so? I've noticed that my saves with the client open are around 30 secs, even up to 90, but with no client, they're around 12 or 13 seconds.
