Default how do you revert a players skill cap [e.g 120 back to 100]

if a player has used a powerscroll for a skill [120] how would i set the cap for that skill back to 100?

can u be more specific, what file do i edit this and where, i dont want to change all skills just one skill cap

e.g used powerscroll of 125 swords, but i want to put his swords cap back to 100, not his str cap or totalskill cap, just his swords cap
