House placement is allowed on mountains? - RunUO

I installed RunUO last night, and I'm busy getting aquainted with it. I've noticed an odd problem, though - namely, it is possible to create houses both in forests and on mountains. Forgive me if I'm wrong, but weren't houses only allowed on green grass areas in OSI UO?

staff members can place house's were ever they want even on mountains water forests, normal players cannot
