Default RunUO bandwidth usage?

I have been planning to create a shard with RunUO for some time now, and have had experience in creating many shards for friends and random people.

My first question, what is the aproximate amount of; downstream / upstream transfer needed for each client connected. I have a 300kbps (30kb upload)upstream, and a 3000kbps(3meg download) downstream, and am worried about the shard growing too large.

My second question is based around the shard growing to an extent that this connection will no longer be viable. As vague as it is, i have been wondering for some time how people can pay the amount of money for Tier-1 or 3 services. It doesn't seem that the people hosting these servers are living an above average life. Unfornately i still live with my parents and about to turn 18, so ANY advice on alternate services or ways to pay for higher speed servers, would be appreciated.
