Guards that don't disappear - RunUO

My shard is kept pretty much private and to add some life to it, I want the guards in the town to always be visible and walking around and stuff. I still want them to be guards but I don't want them to teleport in and out. I want them to be part of the life of the world. I am not planning on having tons of them either, just enough to make it look realistic. Can this be done and if so, what do I need to edit?

I know for a fact that someone has released permanent guards that won'tdisappear.

1) if you make it so guards don't disappear the wrong way you will have tons of them running around (everytime a player gets guardwhacked)

2) why not use Chaos and Order guards?
