Default Question regarding Rulesets

Are the facet rulesets defined in RunUO or are they defined within the client itself? I know that the rules are called in RunUO in the MapDefinitions file, but I don't know where the actual rules themselves are located. I am mostly concerned with removing the stamina penalties in the felucca rules because while we intend to allow PvP on the shard, we are not intending for it to be the only focus. With the current rules whenever someone/something bumps into something else, they lose stamina, which for very new characters with lower dex, makes it very difficult to even walk from one end of town to another without being to fatigued to move all the time.

They are runuo side and they are also in the core as alot of things dealing with facet rules. Tho one that i run into is turning felucca into trammel rule set when you do this walking thru people does not decrease your stamina yet if you are not full stamina you can't walk thru them? is this a client side thing I doubt it but if this is in core than I guess I am reporting a bug?
