What address are you using to connect with? The local ip (192.168.something) or 127.0.0.1 or the public ip? Try the public ip, it or 127.0.0.1 should work best.

Try the public ip, the one you had to put in the ServerList.cs file. See if that works any better. 127.0.0.1 should work though.

Not sure I understand the question. True, there is in most cases a client installed on the server machine and hence a Login.cfg file. But the Login.cfg on the server will only affect the client running on the server.
People outside trying to connect would put the same ip address in their Login.cfg that the admin put in the ServerList.cs file. As a side note, running a UO client on the same machine as the RunUO server will almost certianly cause lag. David
