If im on a router is it possible for others to connect to the server ... i was told that since on a router everything gets filtered not allowing anyone to connect to my server

That's not true, do a search in FAQ's... There is many topics on how to set this up.

i know it is possible but how can i allow them to access my server if i have their ip ... is that the only way? Cause i know the router will filter out anyone trying to connect

Look at the FAQ's, forward the port runuo is using.
