Configuring - RunUO

As I can configure so that I open the Server in other computer without whom it needs the Ultima Online ?

You need Ultima Online to use RunUO

If i don't understand wrong your problem, try to take a look at DataPath.cs, and the file needed to run RunUO on a machine without previous installing UO.
P.S. Do a search on the forums, there's a lot of post about it, if this is your problem.
