Skillball/Skills Problem - RunUO

I have a great skillball script that I found in scripts submission and it seems to work fine. I did some minor ajustments to it and it would allow a new char. to start out with 3 skills at 100.(I know some of you may have seen this kind of post 100 times)LOL. Any ways when you get the power scroll for 100 for which ever skill you pick it says "Your (skill) is to high for this power scroll" HMMM....I've looked every where and can not find the answer..Any help, thank you in advance.
