Nothing in the bankboxes of new Characters - RunUO

I know the information is in the charactercreation.cs. but when someone makes a new character there is nothing in the bankbox. We did have it set so they would get a 300k check and some of all of the resources etc. All of the normal stuff that is normally in there. When i upgraded to 1.0.0 with nrun distro 4.1 nothing shows up in the bankboxes. If anyone has any idea on what could be happening please let me know Thank you

enable the test center, problem solved.
