Problem with customizables houses - RunUO

I have a problem, in my shard, customizables houses can be viewed after cosntructed.

I put in map (felucca, and is a custom map )rule no house allowed, i put a ouse costuizable, i put som walls or something, and i can see this, but others no, then i log of, and log in again, and i can see the new walls, bt they still are there, os i cant pass throuhg them.
