Player Vendors Drop Layered Clothing - RunUO

I don't know if anybody else has this problem with their server but on mine when a player dismisses a vendor who is wearing a skirt (for example) it drops it into a backpack. After the player gets the skirt out of the backpack and put it on it is layered, as in, you can put it on and sandals appear over top of the skirt and one player had a skirt and kilt on at same time. How the hell does this happen? I haven't changed any scripts or anything to the original files (1.0). any help would be greatly appreciated.
