Starting a server. - RunUO

I have read all over the place about how to get my shard local so poeple can join then go public after. but my question is what STEPS do i need to take, which do i do first port forwarding, ip in sereverlist.cs, etc. ill figure out how to do all thoes things but in what steps do i do them?

You know what you have to do, so you should do them all, doesn't matter what you do first.
