is there any way to make my shard not a test center?

Search first next time like I told you........
Do you mean name wise or actions wise ?

Name wise for when you choose shard:
Open Serverlist.cs
Where it says "RunUO Test Center", type in the name of your shard

Actions wise (removing ability for players to set their skills by themselves)
remove the SetSkills.cs from Test Center folder under Misc folder under Scripts folder
