I created a new shard and there is no monster in it... why?

Because you have to spawn them....You can either look in the script section for the script that all you have to do is add them to each facet or you can set spawners and spawn what you want...

Make your own monster scripts, compile them in the server, then use the [add command, OR, you can download XMLSpawner and Nerun's Distro and follow the directions to populate your world.
