Server won't start - RunUO

I just downloaded and unzipped the server 1.0 (I like 1.0 better) and the second I double click on Server it comes up with "The application failed to initialize properly (0xc0000135). Click OK to terminate the application.". I've made about a dozen servers before and never had this problem but I had to reinstall my OS, anyone know what to do about this?

make sure you have .net 1.1 installed
