Yes, UOGateway is free, but it is only a list of servers and a client launcher. It also does not work with any client past 5.0.6e. ConnectUO is also more or less the same and does work with the later clients (no idea about KR, I would assume not though). In order to run a server, all you really need is the RunUO server itself. People can connect with Razor or PlayUO to your server.
