Default Odd Problem

Okay, I'm not sure if this is the right location for this problem or not, but if it's not forgive me cause I don't know where it should go.

So, here's the problem. I'm running my server, it's RC2 if that's gonna make a difference. While playing on my player account today I got a mining and blacksmithy powerscroll (I mean one of each). The problem though is that when I attempted to use them, it said that my skill was too high. Both my mining and blacksmithy are at 100.0, the current cap, and my current skill total is 200 below the skillmax. I've even tried setting my skill to 80.0, and still wasn't able to use it. I had my other character, which has 0.0 mining, use it, and got the same result. I also got the same result while trying to use it on my owner account. So now, that's 2 accounts that I cannot use the powerscroll on, but that's not the odd part of this problem. My co-owner has no problem using powerscrolls. I thought that it might've been a client issue since I was using a 5.0 client and he was using a 6.0, but after installing the newer client, I still was unable to use the powerscroll. Is there anyone that knows how to fix this?
