True lyrical skill can be shown through ACTUAL Hip-Hop... (this would exclude soulja boy). I'd say between today's artists.. it's pretty much Nas and The Roots, there are others though...
But the true skill lays in the old G's such as Tupac, Biggie Smalls, Wu Tang Clan, and N.W.A.
