Based on lyrical value alone, taking it as poetry without the music I would have to say:
Rush Pink Floyd Nick Cave U2 Probably others but that's the ones that come off the top of my head.

True lyrical skill can be shown through ACTUAL Hip-Hop... (this would exclude soulja boy). I'd say between today's artists.. it's pretty much Nas and The Roots, there are others though...
But the true skill lays in the old G's such as Tupac, Biggie Smalls, Wu Tang Clan, and N.W.A.
