I'm pretty sure that this is handled by a config file clientside.

I do not suggest using verdatas. Other than not being supported by OSI, they have compatibility problems. They also cause the client to sporatically crash as well as other problems. You should patch the anim mul file and use UOG or something similar to distribute them.
