Are there any worldfiles to spawn npc's?

Hi, in RunUO, are there commands that will automatically spawn the world with premade world files? Is there any script out there that will populate Brittania similarly to the OSI servers. It would include npc, signs, monsters, and guards. Is there such a thing, or a command to do that? Thanks
