Always annoyed me this set was incomplete as I was world building. Here are the missing pieces.
Note: Adding stairs requires edits to the tiledata.mul to make them work properly .
Look at the flag info in uo_fiddler under the tiledata tab at other stair sets to figure out all the flags you need.
The flags are different for each stair.
This is example.

TIP: A short pencil is better than a long memory.
You can also have 2 instances of UO Fiddler running at one time to compare side by side. Just don't get confused which is the one you are working out of.
