Initial gump opening problem

Brief problem Description: Gumps attempt to open too fast, paperdoll most often does not open.

When loggin in with any character, the paperdoll which was open at logout is not opening. I noticed the backpack gump is opening very fast, followed by two "You must wait to perform another action" in the system message area. I assumed one of those was the paperdoll not opening.
