New Shard for fun and profit

I am looking to create a freeshard. I used to work for one many years ago as a GM, I scripted and had a server myself a long time ago. I am looking for help and ideas to create a new server that utilizes PvP as well as role playing for those who don't want to get killed and beheaded by their peers. I am going to provide the server, and as soon as the shard launches I am going to upgrade the server to account for a lot of people. Yes, unfortunately I know how much this can cost. Anyway I'm ranting. What I am looking for:

IDEAS (also creates in game mini games for Holiday events and random bashes).
Scripting
Lead GM
Area and town design

Now returning back to the UO world, which is best for a freeshard and gets more people, 2D ML, or 3D?

3d is crap in my opinion.
2d is beast.

That's what I was thinking... I have never played on a half way decent 3D server.
