well i was just playing around... i notieced that guards dont come unless theres something red (duh ) but i mean like i placed all sortsa orcs.. then one blade spirt then BLAM whoe bunches of guards came and killed em all (EDIT) i lost the pic (/EDIT)
and in this case... this picture has about a thousand words ... ...

Guards:

The orcs that come with the beta arnt criminal therfore the guards dont react to them

Nothing is by default criminal. Monsters and animals are "can be attacked". Monsters are also aggressive, so when the guard spawned to kill the blade spirit, all orcs attacked the guard. That caused the flood of guards to kill the orcs.
