So like someone who has 120 of each skill can get maybe 50% hit fireball chance with 0 luck but someone with the same skill with 4K luck would they have higher then 50% fireball added?

I don't think it works that way. To my knowledge 'Luck' is not a factor in applying spellcrafting properties to an item. I think it is purely random.

No Biggie but here is the LowerRegCost.cs with the above fix in line 31
