Did you even try thinking about it? So banks are just going to start asking their manufacturers to produce non-brail keypads so that they can put one for the banks that have a drive-through ATM?
Oh and well, lots of blind people are escorted around by friends, families or volunteers right? What happened to sitting in back of the driver to use the drive-through atm? A lot less of a hassle than parking, getting the blind person to the bank, get him in line and then get him to an ATM.
As greywolf said. Stores close sometimes. If theres a hold up, the often lock the store for a few hours. Power outage? Apart from those and many other obvious possibilities, a lot of stores keep they're doors locked at night for security purposes. Lastly, as mentioned above, it would cost them more to have doors manufactured without locks for no use at all.
